Guaranteed - ****This Means that each Earthian is receiving at the very minimum - an amount equal to the average Estonian salary. We do not expect that we would need to cover all Earthians, as most will be covered through their EDUs. We estimate that around 3-5% of the total population would need either full or partial support.
